Your pressure control valve likely needs to be rebuilt. It is not closing all the way and allowing water to bleed out of the circuit when it should be completely closed. Hope this helps.

if pressure control valve was bad , would it still build correct pressure with cutting head off?

thanks

Do you have acquitted water flow to the pump? Typically we have 40 to 60PSI on the inlet side of the pump. If the pre-filters start to fill that pressure will drop and we have seen (in some very bad cases) the pump unable to maintain pressure when cutting because of it.

Check bleed down valve, if there is any water get out from the exhaust hose it means bleed down have a problem

Its one of your dynamic seals. If you notice the needle on the pressure gauge slightly moves back and forward when your giving it pressure then its one of your dynamic seals that is worn out.

That is a good place to start! Are the pumps leaking at all? If they are not I would look at a check valve for the machine sticking closed. This happens you only have 2/3rds cutting force.
