At what cut speed would I have to run a Flow DWJ/ 60K intensifer at to cut 5/8 thick Al2003 Stainless steel (Machinabilty index 3.19?) to get an edge quality of 250Ra?

You should be able to achieve that with a 40% edge, you might want to move to a 120 mesh abrasive also.  A fine mesh at 20% can get you around 75-100.
