We just rebuilt our intensifier and put a new bleed down valve and attenuator on the pump. We had a small amount of water in the hydraulic fluid before all the rebuilds. Now the entire tank is a milky white. What could the problem be?

Hope that you have done another rebuild, but if you haven't.
Did you rebuild the complete intensifier, not just the water side. Water in your oil side means your oil seals are allowing the high pressure water to be injected into the hydraulic side. You will need to breakdown the intensifier and do a full rebuild, and yes that means the parts you just replaced in the waterside, you will have to replace those again, don't reuse the parts.
